Hanwha Tongyeong Master Plan: 'Forest of the Sea' Project


The 'Forest of the Sea' project is a tourism industry-driven Opportunity Development Special Zone jointly promoted by Tongyeong City and Hanwha Group, marking the first of its kind in South Korea.


Tongyeong is currently facing several challenges, including declining productivity in aquaculture, intensified competition among similar tourist destinations, and population decline due to the downturn of the shipbuilding industry. To overcome these crises and secure sustainable growth engines, a green, integrated maritime cultural tourism city that responds to industrial and environmental changes is essential. In response, the 'Forest of the Sea' project was launched to drive industrial transformation in Tongyeong and revitalize the local economy.


This project is designed to harmonize with nature while adapting to regional industrial and environmental changes. A phased development plan ensures balanced facility distribution, while public value is prioritized to foster coexistence with the local community. Additionally, the project incorporates the area's natural topography, minimizing environmental damage, and utilizes maritime resources by designating public waters for sustainable development.


The 'Forest of the Sea' project is structured into three key zones: the Eco-friendly Community Zone, Cultural & Arts Zone, and New Industry & Business Zone. The Eco-friendly Community Zone creates a sustainable space where locals and tourists can coexist harmoniously. The Cultural & Arts Zone is designed to develop cultural and artistic content that reflects the artistic sensibility of Tongyeong. The New Industry & Business Zone aims to establish an advanced marine industry cluster based on cutting-edge technologies, contributing to regional economic revitalization.


Through this strategic approach, the project was designated as South Korea’s first-ever tourism-based Opportunity Development Special Zone in December 2024. More than just a tourism initiative, this project serves as a turning point for Tongyeong to achieve economic self-sufficiency and transition toward a sustainable future.
