Hanwha Tongyeong Master Plan: 'Forest of the Sea' Project
The 'Forest of the Sea' project is a pioneering initiative jointly led by Tongyeong City and Hanwha Group, marking South Korea's first tourism-oriented opportunity development zone.
Tongyeong faces several challenges, including declining productivity in aquaculture, intensified competition among similar tourist destinations, and population decline due to the downturn of the shipbuilding industry. To overcome these challenges and secure sustainable growth, the development of an eco-friendly, mixed-use marine cultural tourism city that responds to changes in the local industry and environment is essential. Accordingly, the 'Forest of the Sea' project was launched to promote industrial transformation and revitalize the local economy.
The project is being implemented with a focus on harmony with nature while responding to local industrial and environmental changes. It follows a phased development approach to ensure balanced facility placement and emphasizes public accessibility to foster coexistence with the local community. Additionally, the design incorporates the natural slope of the terrain to minimize environmental impact and utilizes public marine areas to make full use of marine resources.
The 'Forest of the Sea' project is divided into three main zones: the Eco-Friendly Community Zone, the Culture & Arts Zone, and the New Industry Business Zone. The Eco-Friendly Community Zone is designed as a sustainable space where local residents and tourists can coexist. The Culture & Arts Zone aims to develop cultural and artistic content that reflects Tongyeong’s unique artistic sensibility. The New Industry Business Zone focuses on establishing a cluster for future marine industries and technology-based enterprises, contributing to local economic growth.
Through this strategic approach, the project was officially designated as South Korea’s first tourism-oriented opportunity development zone in December 2024. Beyond simple tourism development, this initiative represents a turning point for Tongyeong’s economic self-reliance and sustainable future.
